Local Father & Son Duo takes matters into their own Hands with NC Tracks Medicaid System Survey

joelangleyIn today’s Triangle Business Journal, local business owner and community leader Joe Langley and his son Joseph were featured in an article about how they created a survey to see how the NC track system is working for providers throughout the state.  We reached out to Mr. Langley and asked him what made him want to embark on such a task. “ It’s simple I have asked elected officials about this situation for years now and have been unable to get an answer about the system that they are using, since I was unable to get an answer Joseph and I created a survey to see how the system is working for the providers that are using it. We will be releasing the results very soon and I think you will find them interesting at best.”

Mr. Langley has been no stranger to politics in Harnett County and was a candidate for the NC House in the 2012 election cycle. When asked if he had any plans on running in 2014, Mr. Langley said that he is giving prayerful consideration and discussing the possibilities of running for a Legislative position with his family.

Survey says? Providers not happy with Medicaid payment system

More than two-thirds of health care providers say they are either “barely satisfied” or “not satisfied at all” with NCTracks, the system that processes and pays Medicaid claims.

That’s according to data from a survey sent to more than 60,000 providers who see Medicaid patients. The survey was not approved by the N.C. Department of Health and Human Services, which oversees Medicaid in this state, or Computer Sciences Corporation, the vendor that built the NCTracks system.

Instead, it was sent out by Joe and Joseph Langley, a father-and-son team who simply say they were curious about the program after reading news reports about problems that providers have had with the system. A group of doctors filed a class-action lawsuit against DHHS last week over missed NCTracks payments.

The Langleys simply made a public records request for the contact information for all providers that have processed a claim through NCTracks, built a survey through SurveyMonkey and sent it to the 60,635 current and past users of the NCTracks system. As of Tuesday evening, more than 6,000 responses had been submitted.

After the Langleys distributed their survey, DHHS sent a communique to providers to let them know that the survey was not authorized by the department.

“While the email survey you received was not authorized by NC DHHS, it is not the result of any security breach of NCTracks,” according to the message sent to providers. “This email originated from a third party who requested, pursuant to North Carolina’s Public Records Laws, provider names and email addresses contained in NCTracks.”
