Taylor Foster was recognized by the Harnett County Board of Commissioners during this morning’s board meeting. Taylor will attend the NCACC Annual Conference August 14-17 in Buncombe County as the Harnett County 4-H Youth Delegate. The 15-year-old Harnett County resident has been involved with Harnett County’s 4-H program since she was five years old.
